This case came on to be heard on the transcript of the record from the United States District Court for the District of Columbia, and was argued by counsel.
Upon consideration whereof, it is ordered and adjudged by this Court that the judgment of the United States District Court in this cause be, and the same is hereby, affirmed by an equally-divided Court, and that each Judge of this Court reserves the right to file a statement 1
of his vote and his reasons.
